I'm surprised no one has said Ravenholm. Maybe it was just me, and maybe it was the fact that I hit that place just as night fell (And seem to manage as much every time. It's a knack.), but it was pretty terrifying. EDIT: Ah! Ninja'd. Well done, sir.
I had the benefit of only having time to play Fallout after nightfall, and usually no earlier than 11, on my first playthrough. Sitting in an empty house with the oppressive silence of the country all around really provokes a pretty horrifying atmosphere, especially as I stayed away from info on the game. I found my way to Bigtown in the early levels and, being good, agreed to go to Germantown to save the kids. The hype surrounding Super Mutants and the location combined to freak me right the hell out.
