Because no one bothers to change it. The educational system badly needs a reform but unfortunately the only "reform" the educational system got was some bullshit tests that were supposed to be taken during 7th and 8th grade. Before that there were three exams consisting of a choice between geography and history, maths and Romanian. They were hard and a change was needed. So, after putting students through the bullshit of those exams during 7th grade our government saw that the tests didn't really work the way they wanted them to do so they reverted back to the old ways. Unfortunately, the tests you took in 7th grade would still count towards your high school entry grade which basically meant nothing changed at all apart from adding geography and history to the tests. From what I've seen, the 8th grade test results were better but due to the results of the 7th grade ones you had thousands of students with low grades unable to enter their desired profile. This meant most of them got accepted to profiles they couldn't face and eventually they will break. You cannot handle a profile you weren't prepared for and most of the students did just that, got into profiles they weren't prepared for.
