I take offense to that (not really). But I agree, a good deal of people I know (not to say that I like them) were getting pished at 13. Someone I know needed his stomach pumped at 14 after he passed out at a party.

Whoa, I actually remember reading that in the news months ago. I had completly forgotten about it.

However I don't actually drink alcohol as I've seen what it does to people, no thanks.
But I hear that us Scots can be easier to understand when drunk. (Kudos to whoever can guess the comedian.)
