If anyone would lie about this just to spite us, it's probably Wary. But there's no guarantees. So do we risk killing an innocent (but also maybe the Lawyer) with Neuro, or do we kill the guaranteed bungling minion?

Yeah, seems fair enough. I'll go for Wary as well. I don't like taking risks anyway. At least if we take out a bungling evil minion we're sure Team Evil has one less vote.
