The basic science is that sexually active teen males have more testosterone, and because there brains are still forming, they are more likely to develop "male-typical" brains. Simple and true.
The crazy thing is, Fox news just made up the part about small penises. Read the Fox article, nowhere do they quote the scientist saying anything about penis size. In fact, increased testosterone during development would be correlated with larger penis size.
