I am pretty sure that when a shiny pokemon evolves that the pokemon it evolves into is automatically shiny. The reason I started this thread is because I ran into a shiny gastly a few minutes ago(in the Safari Zone of HG) and it got away(how sad). It was the first non-story related shiny pokemon I ran into.

edit: I also ran into a shiny Chancey about 3 hours later. Once again in the Safari Zone and once again it got away.
