Yes and No.
A dev should listen to the fans and try to implement their ideas. Why? Because their aim is to try and create an experience which fans and people enjoy. If they don't listen to them, how can they achieve this? People may want aspects like Co-Op which should be included as this is a nice feature which games nowadays lack. Even better, split-screen Co-Op!
However, a dev should only choose the sensible and appropriate ideas. Just because heaps of people are whining about it on their forum doesn't necessarily make it a legitimate concern however since it's a problem many people are concerned about it should be given some attention to. It might turn out to important or not-so-important. Many games have been ruined or at the very least, worsened because devs don't listen to the fans. Perhaps even more have been ruined or worsened because the devs did listen. This can apply to MvC3 according to
Some aspects aren't important and are there for insignificant reasons like fanboyism and 'staying true to the IP'. Remember that game where the devs listened to the fans and included a completely unnecessary shower scene? That only pleased the hard-core fans and I'm damn sure other gamers,considering buying the game, weren't very amused or happy about it. Now I may be wrong but that's the message I got from the thread.

Observation: I've noticed that most developers have a nasty habit of listening more to whining than they do legitimate criticisms. Let's look at MvC3, since it's still recent. A lot of people who bought MvC3 are newcomers not completely understanding what balance means to a fighting game. Ergo all they notice are immediate flaws, usually about characters they don't like, and they often don't say more than "Character or Feature X is broken" with no reasoning whatsoever. End results, Sentinel takes a massive defense nerf and Captain America is now one of the worse characters in the game.
If more developers paid attention to legitimate criticism, then so many series' won't be run into the ground, or so I predict.
Or something like that.
