A program can't run if it's not open, but yes, STEAM does collect information about your PC to help decide what games to host and what will make them the most money. Once in a while, Steam will have surveys. In essence you put in your computer specs and Valve then has access to it. You can choose not to. It also doesn't bog your system down unless you have a 1.5ghz with 256mb of ram. Let's be realistic here, it never affects the performance of my games. This isn't for me. If i didn't have internet i couldn't be on The Escapist right now. My friend, doesnt need to validate anything.
