Sure, they can sweeten the experience somewhat, but if you didn't like the game to begin with, mods aren't going to suddenly change your mind.
I remember getting Oblivion on my Xbox, and then I got it on PC. After faffing around with mods for a while, I didn't really see what the fuss was all about.
