Well, yes. It's certainly not the jewel encrusted solid gold Porsche that people like to make it out as, but it's not necessarily a less valuable solid bronze shitter, either. I like to think that Bethesda at least tried to do a good job, but of course, getting right down to it, Skyrim isn't all that special. I understand what you're saying about the story being not all that interesting, because I'm experiencing it. It's true, the characters aren't memorable. Hell, I was doing one of the main quests not fifteen minutes ago, and I can't for the life of me remember who the hell gave it to me, the exact reason why, or the people I interacted with during the quest.
And yes, the dragons started off as being epic, but then became just a nuisance. "Why yes, Blood Dragon, you are SO very powerful, roaring and flying around that jagged mountain, but if you aren't going to land so I can get this over with, then I'm just continuing on my merry way." I've also ran into a bugged main quest, I guess I'm just not allowed to complete the story? Indeed, the UI was designed for consoles, and yes, it's a little disappointing.
But I'm not disappointed with the game as a whole. I didn't go in expecting a golden Porsche with jewel encrusted rims, snow leopard seats, and a device in the dashboard that turns your piss into Coffee, for use on long road trips. As such, I didn't come out dragging a bronze crapper behind me. Instead, I expected a nice, silver crown, and Bethesda didn't fail to deliver it to me. But soon, it will just be another one of my odd gaming curios resting on a shelf. Something interesting to show a friend maybe, but nothing to write home about.
