After Halo 3 the Covenant is pretty much destroyed. Any remaining Covenant forces would be scattered and weak. Most would probably just surrender to the Elites, with the exception of the Brutes. And why would the Arbiter look for Master Chief? Everyone thinks that he is dead.
But without the promise of the great journey, the Brutes would not have nothing to use to maintain the loyalty of the remaining Covenant. as for the MC being dead, while everyone else thinks he is I somehow doubt the abry would agree after all, his last line to the humans of "were it so easy" seems to indicate as much
