You don't know many smokers, do you? The simple act of taking a puff from a smoke has a huge psychological effect for a lot of smokers. Some people can quit with just the help of patches, but others can't simply because the patches work in an entirely different to the way a cigarette is smoked. These things provide an option for people who the patches don't work on.
The main reason may be so you could "smoke" in places where you normally can't smoke, but you'll get so many people coming up to you telling you to turn it off that it won't even be worth it.
They're not harming anyone, so someone who comes up and has a whinge about it should be given a blank stare followed by "Fuck off". Not to mention the main reason is not so a smoker can do it in places where smokes aren't allowed, it's so they can be slowly weened off their dependence on nicotine, with a product that contains none of the hazards regularly associated with cigarettes.
If people wanna quit, they can just get the patch or quit in another way. Its cheaper and it won't attract as much attention or be as annoying.
The patch doesn't work for everyone, and neither do all the other ways to quit. I know smokers who quit 5 years ago and haven't had a smoke since then that
still get the urge to raise something to their lips when they're around smokers. They won't take up smoking again, but it's still there. Breaking a dependency doesn't mean the urge entirely goes away.
