considering the fact that he got shocked a million times (approximation) by pikachu, he either has a inherent resistance to electric shocks, or he has super-regenerative-adaptive organs.

But following that logic then Team rocket would be the obvious pick since they got zapped at least once per episode (sometimes more) and they keep coming back alive and well. Masochistic issues aside, they have something close to immortality or something.
