I'm going to take a stab that most kids would start thinking about the idea of sex around the time when they go through puberty, as that's when they start becoming hormonal and attracted to members of the opposite sex. That's taking a very simplistic approach to it though, there's a variety of other factors involved such as social pressures. It's very conceivable to believe that a girl, who might have started going through puberty at say 12 or 13, might be interested in sex at 14, but not have it until later on because she doesn't want the stigma of having sex so early or being labelled a slut etc.

I think your idea is entirely plausible. It's not going to be the case for everyone of course, but there are girls who will have sex at 14, and saying that the character is unbelievable because of it seems narrow minded to me.
