If you haven't played 3 and one is your first outing, then make sure you finish the water chip quest as soon as possible but the best advice I can give you is do NOT get the caravanners to deliver water to your Vault. Wait until you get the functioning water chip from the other vault. Can't stress this point enough.
OT: Dumb characters are incredibly fun. I mean, ridiculously so. But when I play Fallout games, I usually find that Big Guns are the way to go. But mostly because I likey Miniguns... on civilians... in groups...
-edit- Also, delivering water to your vault cuts the time by about half and makes it much harder to get the water chip.
I mean is that a bug, becuase from what i skimmed from The Vault (The Fallout wiki) it said it was supposed to add time...
