Halo 3, I mean look at the damn adverts http://www.youtube.com/watch?v=3rridXskgWg for the thing, made it look like it was going to be an epic war where you struggled to beat the Covenant, instead it was just a series of small skirmishes in linear areas.

Just Cause, it had lots of great things it just didn't really do it for me.
Just Cause 2 is on the way. Hopefully it will be the game the first should have been.

That's odd. I thought that was for the at-the-time unnamed (now known as Halo: Reach) Halo project.

Having played Overlord II these days... I must say that the game feels a bit too small. The world is fine, but there isn't exactly a lot to do. Very few side quests exist and that's saddening.
The length is also a bit too short , if you ask me(though I can't really explain why).Compared to the first one it's far less epic. The first one had you journeying from place to place in your quest to anihilate heroes.
Here you're supposed to destroy the Empire and expand your own influence, however it doesn't really feel like your influence is spread at all. You just capture 2 cities and destroy a few magical sanctuaries. All fine, but I don't see that going to affect the entire planet.

I do admit , even with all these flaws, I still enjoyed it and I still am.

Just for utter weirdness...Viva Pinata. If they didn't have the voice actors try to speak to you like you were in kindergarten, it could have been a lot more fun. I like horror games and I like to switch it out with cute/beautiful ones. Pikmen, Katamari Daimacy, Prince of Persia, and even Tetris Worlds all have it. But Viva Pinata needed to assume that no one, even kids, like to be talked down to. It's cute and you can kill things for candy. It's like an evil version of Monster Rancher. But I can't enjoy it to the fullest due to the voice actors and the too-frequent interruptions.

Fable TLC. they coulda put in more area's. made it so you had the choice to be neutral. and also put in more weapons.

star wars force unleashed. they coulda made it so you could travel to other planets. kinda like KOTOR. and also put in more area's in each planet.

Jumper. There's so much potential to be had with creating portals at will.

FEAR 2, had a golden path laid down by the first game, instead they took the dirt paved road and basically upgraded the first one with dumber AI and a few different back drops.

The Basis of the Topic
What game(s) have you played that could have been so much better than they were? What game have you encountered that really had the potential to be something fantastic?
The majority of the games I've played in the last 4 years. To summarize the genres:

RTS: More strategy in my games and less tactics (for those that don't understand: http://en.wikipedia.org/wiki/Strategy).

FPS: More movement in my FPS as a whole. I despise this super-campy nature FPS games have evolved in to. It's boring.

Specific note for L4D: More content.

Specific note for TF2: Built in non-physics exploit based movement types. Grenades added to CTF game mode.

Specific note for CoD: More fluidity in the battlefield. Less playing in a circle.

MMO: Some new, or interesting spell casting mechanics. Aion is heading in the right direction with casting combos.

Specific note for AoC: More end game content ~ seems to be happening. Heading back to it soon.

Specific note for WAR: More interesting PVE content.

ANY GAME THAT SHOULD HAVE ONLINE COOP THAT DOESN'T!

There's a ton more. I could go in to the specifics but that's pretty solid. I think the only few games I've played recently where I felt fairly satisfied with them were:

Burnout Paradise
MGS4
Skate 2
Uncharted
Fallout 3
Oblivion
Tiger Woods Golf 10 (Wii)
Prince of Persia

Everything else, for the most part, has just fallen RIGHT under decent to me.

Haze, if we disregard the hype, had so many things going for it but it seems like Free Radical just did not care. Interesting concept of the whole war drug/supersoldier thing, seeing the best of both factions' game mechanics, a likeable main character, an interesting shock ending, and an overall "prettiness" of level design. All ruined by stale gameplay, frustratingly impossible vehicle mechanics, atrocious physics, and

I've been disappointed with the Armored Core series as of late, starting with 4. Well, my dusty little Gamecube, looks like you and I are going to get reacquainted with Custom Robo again.

HAWX. What the hell, Ubisoft? Why tease me with such an awesome trailer, but when I play the game, I get this [http://blog.al.com/techcetera/2008/04/TomClancyHAWX3.jpg]. I payed $60 for a fast-paced action flyer, not a button-spamming "go from point A to point B" game made up of six polygons and a pixelized bitmap image of cities apparently taking from Google Earth.

Assassin's Creed was fun as hell, but after playing it a few times, it gets increasingly harder to avoid the fact that you are just playing Ubisoft's Parkour Simulator VI. For an assassination game, you only spend about 10% of the game actually assassinating. I hope Ezio has a lot more "oomph" in him than Altair.

Deus Ex: Invisible War. Universal ammo? 4 "bad" endings and one "good" ending? Jeez, way to crap on a good thing, Eidos. Let's hope your new steampunk-esque Deus Ex doesn't axe the whole fucking franchise.

Since we're on the subject of Eidos: Tomb Raider. That's a whole rant on it's own.

Unreal Tournament 3. If they would have spent enough effort into this game as they did Gears of War, it could have been a lot better. Instead they gave their fanbase the finger, and sold out to appeal to a more "Halo-mentality" crowd. It was as painful as listening to St. Anger for the first time after being raised with AJFA and the black album.

Watchmen: The End Is Nigh. It had everything good going for it, but the battle system was reduced to "Punch 1, Punch 2 and The Other Key" everything had to be done using a combination of the three. Although I have to admit, it's still really awesome to play as Rorshach (Nite Owl who?).

Mass Effect. God so much wasted potential there, I only hope ME2 will redeem this franchise.
Really? I thought that game was extremely well realised. I don't understand why people hated the combat so much...
I never said I hated it, just that so much potential was squandered on it. My gripes go deeper than the combat which would be an extremely minor complaint compared to all the other problems, which kept this game being terribly average and not as great as everyone hails it to be. Hell the only big problem I had with the combat was dumb fuck AI and sporadic difficulty curve but thats really minor compared to what i really hate of the game.

I have legitimate reasons for saying ME has a lot of squandered potential, but I'd rather not get into an argument over it.

Mount and Blade.
If the company more money, it would be one of the best strategic/roleplaying game ever.
It already has great gameplay- just needs better graphics, better quests, and better management.

Overlord 2 could have had better controls and Jak and Daxter could have become my new religion if the new game wasn't being half-assed. The premise was great for the new one but the new creators had no idea what they were doing to such a masterpiece of a gaming series.

Oh hi, You'd like the mod called Fortress Forever.

Everyone saying AI is forgetting about the friendly AI in Dead Rising.

I swear they just got the zombie AI and removed the attack.

Thief 3...it should have been at least as good as the first 2 games.

I also thought that Dead Rising could have been way better, but that's just me.

The Conduit was great, but the single-player campaign could have been done better.

The online multiplayer kicks all types of ass, though.
