Besides, if they were in high school, they must be at LEAST over 15, which I believe is the minimum age of sexual consent pretty much everywhere, so theres nothing actually wrong going on, at least not if they openly agreed. I only know this because when I was around 19 I dated a 17 year old and she looked the law up after her mom (who hated me for some reason) threatened to press charges cause she though we had had sex (which we had not). I was actually surprised as I was always told there was a hard limit to 18. If one was over and one was under, jailtime. Turns out that was a lie, at least in Florida.

Given that I have no idea about the ages of the people in question - If they were over the age of consent then go ahead and yell at them for being skanks and tell them not to do it again (I don't care what consenting adults get up to but folks, a little class, not in public).

If they are under the age of consent, cops. Sorry. But cops. Where I am from we have something called "in loco parentis" which is lawyer-ese for "in the place of the parents" which means that the school has a legal responsibility for the students while they are in their care (on school grounds during the school day). Specific knowledge of a sexual assault - if the girls were under age - probably leads to legal obligation to take some sort of action. I can't be bothered to look it up but I imagine that it is same/similar in the US.
