I have to say Maleficent mainly because all other Disney villain is after something the requires them to be evil. Maleficent on the other is just evil just for the sake of being evil. She doesn't need a kingdom, trident, throne, shiny objects, for a mirror to say she's pretty, and any other situation that would require and plan that karma would frown upon. She's simply evil just to ruin people's days in a elaborate fashion, and she can turn into a dragon which helps things along.

The horned king (from 'the black cauldron') tries to channel the spirit of an ancient evil so great even the gods feared him, trapped in a cursed black cauldron, to raise an army of deathless warriors (the cauldron born) to dominate all existence.
It's probably among the most awesome disney movies; with a very pronounced juxtaposition between the 'happy' and 'grim' settings. There's also a pig with profetic powers and such; pretty awesome overall.

Since i've been ninjaed on Frollo, I always thought Ratigan from The Great Mouse Detective was freaking horrifying. He drowns widows and orphans because......EVUL!

Frollo, I think was the most evil character, because he wasn't just evil in the sense like he was a super villain, but evil as he was a sadistic sociopath. Oh also because he tried to kill Quasimoto as a child, which is pretty evil in itself.

But yeah, Frollo is pretty damn messed up, though I'd have to disagree with you on the "villain gets best song in movie" hypothesis. "Kiss the girl" is a great song, and need I remind everyone of "Everybody wants to be a cat"? :p

OT: I'd still kinda go with Hades. You know, god of the Underworld and shizz.

Poaches endangered species with a confirmed kill on a rare super-eagle, kidnaps a young child, tricks the authorities (and mother) into thinking he's dead, tortures said boy for the local of the other super-eagle and her eggs, releases and tricks the kid into thinking the eagle is already dead, follows the kid and captures the eagle, sends his goanna to eat the eagle's eggs, and then proceeds to (attempt to) feed the kid to the crocs officially, even going so far as to shoot the rope holding him when malfunctions occur.

Yes, he is the Devil, but Disney was kinda stingy about calling him that in later years, so they decided to call him Chernabog, which translates into Devil. So yeah...

What about Gaston from Beauty and the Beast? The guy was a pile of ego rivaling that of Duke Nukem, always believing the world existed for him. He only ever tried to kill the Beast because he stood between Gaston and Belle, who never really wanted Gaston in the first place.

Goddamn Lotsa Bear. I love me some Ned Beatty, but his character was so ridiculously and pointlessly evil that it nearly ruined that movie for me.

Why would he try to kill them all after they saved him? What possible purpose would that serve? What did he have to gain by not letting them escape? It was all very contrived to get to the incinerator scene.

He was just like the bad guy in Toy Story 2, but at least that guy had a decent motivation for his evil deeds. It was an interesting moral dilemma in that movie.

I think Scar and Frollo(villian in The Hunchback of Notre Dame) are the only Disney villians to actually succeed in killing anyone, so by default they have to be the most evil Disney villians. All the other Disney villians are really just talk.

Frollo. Even Hades you can feel some sympathy for with how Zeus and the others treat him, but Frollo has no excuse for his murder of ethnics and brainwashing of Quasimodo. Worse, his self-righteousness reminds of how stuck-up and holier-than-thou I was around age 10.

Jafar and Scar are up there, both singe-mindedly pursuing power. A motivation everyone can understand, even if they don't like it.

Couldn't be happier with Maleficent, especially as a Kingdom Hearts fan (irritating Dragon Maleficent boss), I mean, despite the fact that she's a woman, and I'm not, of course. Yeah, Frollo calls upon the powers of hell, but Maleficent IS the powers of hell. All of them, I quote. Not as evil as when she promises that the Prince will get to marry Aurora, but only when he's an old man and she's a cryogenic maiden, though. Ouch?
