About two years ago, a man who was both a local teacher and a friend of the family was caught with child porn. The man is very intelligent and quite sane in any sense beyond whether you consider pedophilia and illness. If you do, then by definition, the overwhelming majority of CP collectors are already not sane, so....
Otherwise, he's fine. He's been mentally evaluated. He was still busted and is still guilty as sin. On a personal note, it's hard to reconcile the guy I knew for years with the acts he did. It's also hard to figure out why he didn't take more precautions. If I was a psychologist, maybe I'd have some insight.
I know anecdotes alone don't really demonstrate much, but it's kind of ridiculous to claim insight into the criminal mind here. Qualified or otherwise.
On the other hand, this only codifies into law what most ISPs are already doing due to the DMCA requirements, so it's not even changing the status quo, really.
Also, I'd like to point out that "Children" doesn't make a bill work. At the risk of sounding like a broken record, look no further than the INDUCE act, which was almost literally "Won't someone PLEEEEEEASE think of the children?"
