It is difficult for me to explain in the way you're asking, but let me try to put it in terms of myself.
Since the first day I played Starcraft, 12 years ago, I have been waiting for a game to top it in terms of balance, strategy, enjoyability, and, hell, even story. At age 8, I was blown away by the campaign (even if I did just "cow level" the entire game) the story was just fantastic.
Now, 12 years later, with the first game still being the same amazing game it was back then, people are just plain psyched about a sequel. I suppose its a "you have to have been there" type of thing; if you didn't play the first one, chances are you don't understand the hype of the second.
