I'm sorry but I disagree with your view. Bi-curious, personally, is when someone is heavily into one sex but is curious to try the other sex. bi-curious implies that one has had sex/dated one sex, and also is attracted to the notion of sex/dating with the other sex. I do think that until you have sex with both sexes you are not a full bisexual.
but then, I also think one is asexual until they have sex/date someone at all.
