The alliances between Germany and Austria were more culturally inspired than political. You know, brothers of the same Germanic race (just like Russia who came to the aid of its Slavic brothers, the Servians). Technically yes, but they had no choice. Every state in Europe including Russia had just declared war on them. The Germans just had the forsight to have a plan ready should it come to that (the Schlieffen Plan) and carried it out ASAP.
Besides, hatred between these European superpowers ran so deep that total war would have been inevitable, no matter what.
It is an interesting idea though, what would have happened without Wilhelm?
