In context of the entire film? not at all. I think the Mist is very underrated. the ending didnt work for me until i watched it again. And the acting was fine. there were a lot of cool ideas in this movie and some really great moments.
There is only one good scene to me. I saw from that scene on and wanted the movie, when I got it I was so dispointed.

Noroi- though pretty long and kinda slow in a few places this film about a paranormal investigator done in the hand held style of Quarantine or Blair Witch Project has a few scenes that made me sleep with the lights on for a few days.
Reincarnation- Another Japanese film (I'm not sure about the Japanese name) This one is about a movie being made about a deranged scientist who goes on a killing spree at a hotel and the murders start happening again. The finally was really intense and scared the crap out of me.
While I haven't seen Rec, I have seen Quarantine and I loved it. Wasn't so much scary (excpet for the last bit in the attic) but it was really good and I had a laugh at it aswell.
When the camera man hits the zombie thing in the face with the camera and it feels like your butting it

The Shining and Blair Witch Project the most. Both have great stories and are extremely frightening.
While I do think the shining is an awesome film it isn't scary and the blair which project was the most boring film I have ever seen, all the way through it I was thinking "what the fuck is going on" and not in the way the film intended, more like why are you all running around like tools while screaming and crying?
On topic. Hub did a nice review of three Japanese horror films, the only problem is I can only remember one of the films ... oldboy, it's not so much a horror film as a "omg what are you doing!" kind of film.
As for scary films go, I am also on that quest all the big hitters are rather boring to me, you know Jason, Freddy, Micheal etc are tame by todays standards.
You could try "house of a thousand corpses" then it's follow up film "the devils rejects". Both films are from the twisted mind of Rob Zombie and they are quite in your face. An old film I haven't seen in years that I remember being quite good, Mimic.
Other ones deserving of a mention, "the house on hauted hill" series, "final destination" series, "Hannibal" series, scar, "was" (it's actually w delta s), "saw" series (I love it!), "childs play" series, "hills have eyes" series, "untraceable" and finally "broken".
Horror is a very subjective thing. A lot depends on your mood, your likes and whether you prefer terror, revulsion or thinky.
I'd start with Friday the 13th, The Evil Dead, Psycho, A Nightmare on Elm Street, The Shining, Night of the Living Dead, Halloween, Dawn of the Dead, Alien, The Exorcist, The Wicker Man, The Thing, Carrie, Ringu, The Texas Chainsaw Massacre, Silence of the Lambs and An American Werewolf in London.
Usually, avoid the sequels like the plague. The two exceptions being Evil Dead and Alien.
Requiem for a Dream. It's not strictly a horror film, but it probably horrified me more than any other film I've ever seen. In fact I still can't bring myself to re-watch it. Seriously, I get as far as hearing the game show announcer saying, "You're a WINNER!" at the start and I just have to shake my head and say, "Nah, not just yet."
Seriously, Requiem for a Dream is a film everybody should watch once.
It starts with a junkie stealing his mum's telly to sell for smack and spirals downhill from there. Grim stuff.

Try "Drag Me to Hell". It's my personal favorite horror movie, since it's both scary and hilarious.
Also, it's made by Sam Raimi, known for showing the world the awesomeness that is Bruce Campbell
