I think I might have a solution. Pain does have a true physical form: Ryan. Yes, he's incased within several tons of material, but he's still in there. Pain might actually be afraid of Mike, since Mike is the only one here who can hurt Pain without wasting energy attacking the goop around him.

Yea, about that. Without going into incredible detail, I'll just say that Pain enjoys pain. You can't really threaten him with it (or with anything, for that matter, but that's unrelated to the issue). This will inevitably put Mike at an astronomical disadvantage should they ever go head-to-head, seeing as his power is pretty much useless against Pain. I noticed this when I scanned over Fank's sheet, but decided against suggesting a change. Maybe that was a mistake.
Anyway, I haven't really ever decided on the exact way that Ryan's body and the goo interact when they are Pain, only that it is always black, and that he can feel it like an extension of his body. So, i suppose your idea could work, the one regarding Ryan's body feeling the pain.
In fact... eh, never mind. I had an interesting idea of what the results of that could be, but it could very possibly screw up the things I have in mind for Pain. It wouldn't really give Mike power over Pain, but it would prematurely activate some cool plotiness that I had planned for later. For now, we'll just go with Ryan's body feeling the pain.
Scratch that. I think I can play this off without taking it too far and spoiling things. We'll play this by ear.

"Let me show you." Mike said happily. He took a nail out of his pocket and showed it to Pain, who was probably expecting him to do something wholly interesting with it maybe making it explode a la Gambit. Instead Mike drove it straight through his hand, which either attests to some high degree of strength or intimate understanding of even the slightest details of the human body, both were unlikely.
I'll just let you figure it out then, and depending on how the whole Ryan in Pain form thing works out in the end Mike eventually might be able to actually kill Pain, but I can't reveal my future plans for Mike it'll spoil the funtastical surprise.
ThreeWords was expecting to feel a follow up attack as he fell to the floor, but it never came. Looking up, saw 4W hesitate, and knew from experience what was happening. As he climbed to his feet, he chuckled softly
"You can feel it, can't you?" he asked, quietly but with menace, "You think, you know that you can that the programming is limited. There is sop much you could be, so much more you could do, if you only you shed your programming."
Cautiously, he covered himself with an imaginary shield, then extended a hand, "Let me give you an upgrade" he said, "Let me show you true power"
Such a familiar gesture, the extending of the palm towards another. When Outcry had first escaped her small world and entered the white-walled room in the Company HQ, 1W had held his palm out to her and, when she grasped it, he had helped her from the floor. It was, Outcry had noticed, a symbol of sincerity and trust. How this traitor thought these words and gestures held any place in a fight confused her.
There was something there... Something that she metaphorically couldn't quite see, but was staring her directly in the eyes. Something that would appear blatantly obvious if she was paying attention to it, but was hidden to her otherwise. 3W had some method to this apparent madness. She was sure of it. But what it was, she had no idea.
After quickly scanning him for any abnormalities that could prove fatal to her should she grab the hand, and finding none, she smiled and slowly laid her own hand on top of his.
Again, her programming will have told her that this was about the stupidest thing she could do at this point. Any other moment and she would be forcing a metre long steel spike through his appendix. But it was that recurring 'somethingness' that made her do otherwise.
"Very well. Show me what my true power is, 3W." So that I can kill you all the faster with it.
The goo around them rippled slightly as Mike drove the nail into his hand, and Pain's perpetual grin began to widen with surprised delight. He started to raise one of his own huge, gnarled hands, as if to inspect the source of the pain, but then suddenly halted. The hand dropped, and his body seemed to freeze for a moment. None of the goo went away, and his ugly head still bore it's insidious smile. But for a brief instant, shorter than the blink of an eye, it appeared as though all of the black, gelatinous stuff that was so full of horrible, pulsing life, became suddenly inanimate, like a statue, or a sculpted tower of jello.
The next instant it was alive again, and Pain lunged forward. Not with hatred or intent to kill, although for a brief moment it did seem like that, but with something more akin to aggressive, animalistic curiosity. Like a large, dangerous dog that for the moment seems more interested in simply sniffing, or a shark that only wants to take a playful bite.
"How do you do that? How far away can you do it? Who can you do it to? Do you have to see them?" Questions poured forth from the dozens of identical heads that suddenly sprung forth and encircled Mike, spinning around him and whipping their many tongues through the air. Black tendrils extended from all directions, actually touching Mike this time, sliding all over his body and cloths as if to taste him. The heads continued circling, spouting questions, as the dark walls around them tightened and enclosed, pumping fiercely now.
Ok, so I decided on a less drastic approach to what I originally had thought up. Physical pain really has no effect on him, other than the fact that he likes it, even if it is done to his human body. This is because the distinction between Ryan and Pain is purely mental, no matter how dramatic the physical changes may be. Pain is not a separate entity, and the goo is not some kind of parasite that took him over through physical means.
So, since the switch between Pain and Ryan is only mental, phyical pain cannot cause him to switch between the two. Mike's pain, however, is mental, in that it is not real, simply perceived. Thus, the Voodoo Doll effect actually does cause a small disruption, something involving that switch. I haven't completely decided what exactly happens, but we'll play that by ear and maybe it'll evolve as the story moves along.
As to his rather aggressive reaction, that doesn't really have much to do with it, that's just Pain. His mind isn't the most stable of places.
Reggie shock his head. He nor Garth had any such powers. He knew that he had ability in the field of influencing molecules but he had experimented with it much. His powers could mainly destroy. Also he wasn't at his strongest at that moment, that was evident as he hadn't sensed the other two supers.
"Three supers together? Do you have some sort of goal? There's some, how could I put it, less then desirable supers running about. Some are apparently hunting us down, some are just on a rampage." He motioned to the devestation behind him that was left by pain. "I don't know what's going on, things were so peaceful but a few days ago." He suddenly remembered something. "Did you get a telepathic message by any chance?"
"Just wondering" Reggie grinned. "It was my message."
He turned and looked at the smouldering wreckages of the humvees and the immense damage the buildings in that area from pain's attack.
"Is there no way I could persuade you to stay?" He said down-heartedly. "Urbis needs protecting, look at this place." He threw his arms out towards the destruction. "This was just one attack by Pain. The bombs were him. The breakout was him. He can't get away with this."
Reggie turned to face Nathan.
"This is just what? Two days worth of his damage, and I doubt he's been trying that hard. This has got to stop. Plus, there's another super out in a compound outside the city. According to reports, she's probably just as dangerous." He sighed. "I can't do this on my own"
Garth cleared his throat behind him.
"We can't do this on our own." Garth said, slightly frustrated at his presence being forgotten.
"Yeah, that. We could do with more. Five of us? We could make a real difference" Reggie said, a reassuring grin on his face.
"Because they need us. These are people at the end of the day. Most of them innocent. Maybe we aint the most popular of people at the moment but you can see why can't you." He said gesturing to pain's mess.
"We have to show them that we are good people. That not all supers are fiendish or irresponsible." He sighed again. "Urbis is my home. I won't let it fall." His head was facing the ground. He couldn't bear what had come of his city.
