Yeah, its not exactly hard to make a bomb detonator, or a bomb for that instance, whether it be a gas, concussion, shrapnel, incendiary or nuclear, all you need is a few materials and a step list. Nuclear is hard because of the purification process needed to actually have weapons grade material, not so much because of 'elusive materials'.
