Really? That sounds very unwise. Lots of simple precautions have a reasonable chance of saving some lives.
If the USSR had ever launched, we had just four minutes before the missiles would've hit us. Not a lot you can do to prepare in four minutes, apart from running around screaming or making your peace with the deity/ies of your choice.
You can duck and cover, that takes seconds and could make a big difference to your chances.
More like 30 minutes for the ICBMs, 5 to 10 minutes from the SLBMs if they've managed to move next to our coast.

That might mean 4 minutes of early warning before the missiles in flight reach their targets.

But anyway, the time between the flash and the heat reaching you might be enough warning for you to survive, same with the blast. In Japan, people would see a bright glow in the air, and go to the windows to see what was going on. The blast hits the windows, and they get a face full of broken glass. I think much the same happened with the meteors in Russia.

Just telling people not to do that would save lives. Telling people to duck and cover would save more.

Actually, no. Once NORAD and global satellite coverage were established, you knew the missiles were coming the second they left their silos. Even before then, NATO deployed radar picket stations around the world to give the best possible reaction time against a Soviet attack.

True, but I think the four minute thing might have once been true, very early on.
