There is a concept in Sweden when it comes to hunting. Directly translated it's "Shot-money" or "bullet-money". It basically says that hunters helping control the population of certain animals that grow too numerous are compensated for their time.
A similar concept could work wonders. One of the advantages of a capitalist society is that greed is rampant, and rewarded, and these days people are very violent and hostile towards each other, since we live in so big cities people are also made into something less. You can't think of everyone you meet as an individual in the same way as you do your friends and family, or even rivals. It should be easy for a enough people to find it tempting to take care of the problem. Sort of like outsourcing the police.
We'd probably get a lot of innocent people shot as well, but if we increase the burden of proof along with the shot people, it could deal with it. It's mostly a temporary solution, but it could work wonders.

This is why I think I've lost hope that people will evolve beyond needing to hit each other, but serious WTF had it been 1 people they would have been fined, imprisoned, and then sued, and if they were even close to the age of 18 everyone would have looked at them like they needed shot.

but yes, i agree with you. i live in melbourne and, as i'm nineteen and at uni, i spend a lot of my time out in the city and the surrounding pubs and clubs. even in the couple of years i've been going out i've noticed an increase in violence and the culture surrounding it.
i've had no interaction with the police or how harshly or leniently they are punishing the offenders but at least the surrounding media furore may force a change in sentencing laws.
i've got held up with a knife, but nothing came of it. i've also been in front of someone that got knocked out for bumping into someone in a line near a suburban pub, and also seen countless shirtless (why always shirtless?) guys walking around covered in blood.
maybe it's drugs, maybe it is weak parents, maybe weak laws. i don't know - i think they should be dealt with extremely harshly.

Because you can grab shirts in a fight Inglioti. Where I live we call it hockey fighting, basically you can pull someone's shirt over their head, hold their head down and punch em. So you take it off and avoid that fun.
