Because they know good and well that they have nowhere near the resources developmentally that PC devs have at their disposal. They know that if PC gaming somehow died tomorrow, and it were left solely to console "indie" developers (like Phil Fish, narcissist moron developer of FEZ) to make "indie games" then no one would buy them. Do you have any idea how much more costly it is to develop an indie game for consoles than it is for PCs? Just look at the cost of patching a game if you were to release on XBox or PS3. It's laughable how much the console devs pay just to patch their mistakes. *I'm not however going to say that Steam probably doesn't do the same thing, but the thing is, you don't have to release a game on Steam to release it on PC.
