I believe what he/she is referring to is that you need to purchase those tickets to obtain the new cosmetic items. They can't be crafted nor do they drop normally. You need to take part in a tour of duty which means you're spending at least $1 per tour for a shot at random items on the Valve servers (Tour of Duties are only available in Mann-Up mode aka official server). No, only when you want to play the mode and be rewarded with the new vanity items. I bought a single ticket to see what Mann Up would be like however I dunno if its up and running yet. Compared to the regular MvM there are actually less options of maps/conditions to choose from and you don't have the option to choose "any map". Currently shows 960 empty servers and hundreds of people in queue but only queue # fluctuates and the empty servers keep increasing. Same here. Seems like Mann Up is broken right now, shows no single active/full games for me.
