You need to unlock them by buying pack which give you a number of random items, upgrades, weapons or characters. It works like a trading card game. The amounts and rarity of what you get depend on the price of the pack. The more expensive the pack, the better your chance of rare stuff. As a side note, why do I rarely ever get medigel? I suppose it's luck of the draw, but I haven't gotten any for several days straight. Though it did teach me to be careful and develop better tactics. On the other hand, I do get loads of Cobra missiles and I also got the capacity upgrade. By this point, I could fire 3 of them every mission all day long, for a week.
