Well it could be in an urban enviroment where you'll only hit your own troops if you use archers but still want to do damage to your enemy.
Or, it could be before you have access to archers and need some decint range with plenty of ammo.
Phalanxs are bad at manuvering and the greeks have crap cavalry so they can do pretty heavy damage.
They could be at numbers where infantry alone can't take them all on, so pepper them up!
