Well because of limited time a very short version:

Even so he was part of the heros group he joined forces with Takhisis the godess of evil.
He betrayed Takhisis to gain a chance to kill the only mage who could possibly be more powerfull than him.
"Later" he lured Takhisis into the real world and killed her, gaining her place as god.
He then proceeds to kill every single god, lay waste to the world and ultimately ending it.
All while keeping his former teacher (I don't know a better word here...) alive to witness the destruction of the world so he would have his revenge on him.
Well you could argue, that he isn't a villain all the time... Or that this all was reverted, but still!

edit: Since I don't think he is well known, he is a character in the dragonlance universe.

Vaas from Farcry 3 is pretty badass. Also since you stole Heath Ledger's Joker I'll go with the Arkham City/Asylum Joker. Also Amon from The Legend of Korra.

But the most vile has to be Joffrey. BURN HIM WITH FIRE!!!!!!!

Mr Blond deserves a mention here in my opinion. Dude seriously freaked me out first time I watched Reservoir Dogs.

Also that captain dude from Pan's Labyrinth, which might be the most I've ever hated a fictional character. What an ass.

Magneto is probably the best villain I can think of if only because when he's done well, he isn't a two-dimensional character with a flimsy ideology behind his actions.

I'll go with one of my favorite villains Kane from C&C.


Leads a quasi-terrorist multinational army. Seeks to crush GDI and rule for himself. Than decides fuck all that aliens but he probably was like that all along anyways. Shame EA had to ruin things in C&C4. But otherwise he's fucking awesome.

Ramsey Bolton - Mustache twirlingly evil, but believable. How much he loves psycho AND physical torture is astounding.
Sarah Kerrigan - queen ***** of the universe.
Darth Vader (pre-prequels) - nothing needs to be said. This is before he had the whiney dipshit backstory.

I hated that guy! I see why some people would love that portrayal, but I just laughed at it, seriously, that guy is ridiculous and childish to me.

OT: I'd say Magneto. He's charismatic, powerful, and I could totally see me following his lead.

The guy owns his own country! How many super-villains have that? Moleman, maybe. He doesn't have a fraction of Doom's power and he isn't an interesting character.

Joffrey is the best villain on TV right now. Man I hate him.

Dr. Blofeld was probably the best over-all movie villain. Powerful, creepy, bright and in a lot of movies!

Megatron from the Transformers franchise because he's ruthless, cold, calculating and in general badass for a Decepticon leader.

Brainiac from Superman since he's an overall super genius and constantly comes back trying to save data and destroy the universe.

And then we have Vaas from Far Cry 3 because he's batshit insane and doesn't like it when you look at him in a funny way.

Personal favorite was him as Mutant Lieutenant to the Master in Fallout 1, but yeah, he was great. Baritone voice like malevolent chocolate sauce. Wonderful. :)
