The cheapest boss so that I've met so far is the end boss of Conan.
First you engage him in fairly straightforward one on one combat, but after taking down his health bar he jumps into the center of the room and starts spinning around, shooting out tentacles that you have to avoid while trying to move a big wheel that when turned steals one of your magic powers. This is followed by more one on one combat, but now the baddie has new moves. Each time his healthbar gets knocked down you've got to avoid his tentacles, that get harder to dodge each time. I liked the game up to that point... after dying for the nth time I put the game away and haven't looked back yet.

The Nightmare boss of Devil May Cry was also a gamebreaker for me. I just couldn't get past that bugger and still haven't finished DMC, even though I've played through DMC3 and DMC4 on a variety of difficulty levels...

Seth from Street Fighter IV by far. Can a boss get any cheaper than that?
I thought Seth was pretty easy....
Did I say that he was hard? No. No I didn't.
How could you find a boss cheap and easy to beat at the same time?
Does a boss have to be hard just because he's cheap?
I thought so....at least that's how I'd define a cheap boss.

The boss battles in Prototype are usually only tough in enclosed spaces, where the enemies are fast and aggressive enough to really keep them on their toes, and there's always a cheap way to take them out. The trick is FINDING the cheap way. The end boss was immensely frustrating for me until I realized the military will take his health down without your help, to the point that a couple devastator attacks will easily finish him. But this is hard to figure out since "let the military do everything" is not a strategy used elsewhere in the game.
Well, after getting the tar beaten out of me repeatedly with him countering every move, particularly cancelling my devastators, and the military not apparently doing that much to him and not being able to do much to him with hijacked helicopters, I started picking up the missiles and helicopters on the flight deck and throwing them at him while constantly running and trying to avoid him doing the same to me, whereupon I observed they actually did decent damage to his health bar. With that revelation, the bastard went down in short order.

I beat elizabeth by running down the side streets, and draining people/monsters to get my devastator energy up, then running up the sides of the nearby buildings and doing the divebomb devastator onto her.

My god yes.

Also, most of the bosses in Odin Sphere.
if just being really annoying then i'd say the final boss of MadWorld, he was far too easy
The only hard boss in Odin Sphere is the first fight with Odin, during your run through using Gwendolyn. Odette, from the same game is cheaper, in that the developers seemed to predict that the battle will cause your PS2 to lag so damn much.

OH MY GAAAAAWWWWWD!!!!! Me and my friend just spazzed out... God, those guys were, like, impossible. I just didn't even try.
Luckily I am really good at Blitzball, I beat the Luca Goers at the beginning when you're meant to lose.
So, uh......you want to come over and beat them for me? XP

Sephiroth - Kingdom Hearts
Apparently for this guy, you have to press the trianlge button at the very beginning of the fight, or else you die instantly. I couldn't even see the damn indicator in the maelstrom of coloured, flashing lights that was his first attack. Literally, the first time I fought him I couldn't even see what the hell was going on.

Speaking of Sephiroth, the times you fight him in Crisis Core are pretty cheap too. The second time, you've got a TIME LIMIT. In my opinion, any game developer who thinks timed boss battles are a good thing needs to be shot. Especially if the boss is Sephiroth.

Marvel Ultimate Alliance 2 just pumps out disapointment after disapointment. Particularly multiple man which is just fighting bog standard foes, only they attack less. So it became a button mashing fest.

Sephiroth from Kingdom Hearts, for one. He had an attack that drained all your MP and put you down to one HP, and it was usually followed up by a quick slash that resulted in instant death. You could interrupt it, but he usually teleported to the other side of the arena before casting it, giving you little time to react. However, this fight was optional, so I guess it was -supposed- to be cheaply difficult.

Duriel from Diablo 2 was incredibly annoying. He had a freezing aura that slowed both your run speed and attack speed. His attacks stunned, interrupting your own attacks and giving him free hits. He also had to be fought in the most confined space of any of the D2 bosses, with almost no room to maneuver, making him particularly frustrating for ranged classes. Every time I've fought him it boils down to be constantly teleporting to town to heal and restock potions. Despite being only the second major boss (out of five), he's the hardest for the wrong reasons (mostly the confined fighting area).

Finally, Gizalamuke from Final Fantasy 9 was pretty cheap too. He countered most attacks with a powerful physical hit, and countered spells with a silence attack, making your black mage pretty useless. He could also cast powerful water spells on your entire party. I remember watching my friend play through the game; he was stuck on Gizalamuke for an hour, until I remembered an equally cheap counter: tents were usable in combat in FF9, and the downside - more often than not you get "bit by a snake", which inflicts poison, silence, and darkness. Using a tent on him renders him helpless, making him easy-peasy.

In no particular order, these examples come to mind:

1. Azazel from Tekken 6 - complete dick.

2. The ***** from Shin Megami Tensei on PS2 - 'the head' (I'm glad to have forgotten his name).

3. Well, I don't know if this counts as a 'boss' as such, but the time trials in Burnout 3 to get the F1 cars. I HATED those things beyond belief...

4. Again, I don't know if this counts as a 'boss' as such, but the (literally) 24-hour endurance races on Gran Turismo 4 for the best cars (8 hours in director mode). I HAD TO get those damn things and made a night of it. (This one is not included in regard of the difficulty as such, just the sheer anal quest for 'realism' displayed by Polyphony Digital).

5. A friend of mine would also testify for the end boss in Ikaruga on the Gamecube. He is actually a professional games tester for SEGA. I don't even want to go anywhere near that hellhole of frustration.

I'll post more of these as they come back to me. I'm in my 22nd year of gaming now (current age, 29) so there must be plenty more lodged in my memory somewhere...

Lost Odyssey. 5 bosses in a row, plus theres a time limit and if you don't do it in that time limit they destroy a city.
I was stuck on that for half a year.

That's Kingdom Hearts 2 Sephiroth...
He pretty much assures you that the first 3-4 times you fight him, you die...

The easy cheap boss of all time has to be Igglanova, the first boss in Phantasy Star 4. As long as there's a spare spot for him to spawn a minion, that's what he'll do. As long as you get Chaz and Hahn to Level 3 before facing him (which is dead-set easy peasy), you can just get them to pick off the minions each round. If you're patient, you can rocket up really, really quickly, making the next few hours of the game a breeze. But only the next few hours - this game is hard.
Gonna have to trump that, and a number of things, with the ENTIRE game of Phantasy Star 2.

A good game, but the difficulty curse is 'what the hell?'. Let me explain. You walk out of the first town and come across...oh...ants. Just ants. They're big one-eyed things, but run-of-the-mill bio-monsters. Except they're quite strong things to begin with and there's at least two other harder versions of them for later in the game. The difficulty curve in fighting off creatures is very high in Phantasy Star 2, more-so in fact than its fourth game (which is damn good and I won't hear any arguments).

The funny part? There are only three bosses in the whole entire game, really. Everything else is just an upgraded shmoe of a previous design or something worse. Think you're having trouble with giant bugs and wolves on fire? Well, don't worry, because there's flying tanks, evil shadows, and living goddamn fire for you later which kick the shit out of all the bio-monsters. You're staring death in the face just for playing, and then you FIND a boss and it's holy shit time. Let's go down the (short) list.

First, you have a genetic construct (Neifirst) who will kill the genetic construct in YOUR party because they're the same person split apart. Then, you get to fight her, sans the one player who had a chance because she leveled up like crazy.

Next, you have the monster responsible for deluding the super computer running this place and destrying a planet (Dark Force), whose principle powers are zapping everyone at once and mind-fucking. I say mind-fucking because he literally turns people's minds into jelly.

Finally, you have the still-insane computer in charge of everything (Mother Brain) who is trying her best to blast you apart before you blue-screen-of-death her ass. She does nothing BUT laser everyone at once. But then, if you beat Dark Force, you probably won't have trouble with HER.

Elizabeth Greene in Prototype.
My god...I had to just use the same attack on her with my fists, go up the big building, jump down and elbow slam her, rinse and repeat.

Cheap as in Bullshit level difficulty - Tower Knight in Demon's Souls. He's one of the first bosses and he's insanely over powered.
http://www.youtube.com/watch?v=XyOa9_jNnEw&feature=related

Cheap as in Easy - I've said it once and I'll say it again; Ganondorf from Ocarina of Time. They build him up to be the baddest ************ in the world who can only be beaten by Link and that he's the ultimate form of evil, yet I beat him without getting hit once. In both forms.
