Yeah, that's part of the problem, but not the source. All the teenage pandering i.e. every character needs to be a teenager and in high school doesn't help much either. Nor does the lack of quality anime features that don't come from Ghibli. For me it all comes down to the death of anime feature films. IMO Kyoto Animaiton (if you like cute/silly) and Gainax (if you can handle their craziness) put out some pretty high quality stuff. There's also the rare gem in animation quality like Spriggan (though, honestly, the plot of the movie was thin and muddled).
I guess, really, are you just remembering their being a lot of quality movies when there weren't actually that many at the time? Or were there actually more?
