Gratuitous fan-service in like 95% of new shows?
Yeah, that's part of the problem, but not the source. All the teenage pandering i.e. every character needs to be a teenager and in high school doesn't help much either. Nor does the lack of quality anime features that don't come from Ghibli. Movies with the production value of Akira and Ghost in the Shell; Seriously, where the hell have they gone?

I guess the question is, has it always been teenage characters and now that you're older it's hard to relate?

IMO Kyoto Animaiton (if you like cute/silly) and Gainax (if you can handle their craziness) put out some pretty high quality stuff. There's also the rare gem in animation quality like Spriggan (though, honestly, the plot of the movie was thin and muddled).

I guess, really, are you just remembering their being a lot of quality movies when there weren't actually that many at the time? Or were there actually more?

For me it all comes down to the death of anime feature films. And I don't mean movies based on pre-existing shows like Rebuild of Evangelion or The Disappearance of Haruhi Suzumiya (which had a fucking terrible ending by the way), but stand alone features.

I'll be the first to admit that my age stops me from enjoying most if not all current shows, but the lack of the crazy imaginative movies of the past is what really kills me. I recently rewatched Vampire Hunter D: Bloodlust, which was a pretty stupid movie, but the visuals made me remember how fantastic and detailed anime could look and how little of it there is now. The big names like Katsuhiro Otomo, Koji Morimoto, and Yoshiaki Kawajiri don't seem to be doing anything these days. Meanwhile Satoshi Kon is dead and Hayao Miyazaki is getting too old to work the way he used to. And all the while I don't see anyone stepping up to fill their shoes or make a name for themselves in the world of traditional animation.

Even Spriggan itself is almost 13 years old. Fun action movie btw.
