Several RPGs have good replay value. The ones I remember most are Alpha Protocol, Mass Effect 2 and The Witcher.
Other than that PC games have free mods that increase replay value. Most mods are released for Unreal 3 and Half Life 2. Counter Strike started as one of these as did Team Fortress.

The old arcade games like the pacman series, donkey kong series, tron, pinball things like that.

For consoles non sports games (because things like Madden are designed to be played again and again) for me its A link to the Past. I've beaten that game at least 10 - 15 times over the years and beat it in just about every way I could conceive of.

Well, I'm currently on what is probably my tenth play through of SMOD for Half-Life 2. They finally got it working again after nearly a full year of being borked cuz Valves fixd it lol, current version is 40a.

Mercenaries (original)
Pokemon (All the way up to Gold. After that it all went downhill IMO)

Oh yes and a runners up: Sid Meirs Pirates, the original SNES one. I don't know what but the new one was missing something...

Oh yes. Aria of Sorrow comes to mind. That was and probably will ever be the only Castlevania game I ever liked. When I first played it I thought I could play it forever what with all the combinations of souls and items but after stalking around the castle for the millionth time, I finally had to give it up.

Trying to get 100% souls on that game is down right addicting.
Yeah, it's pretty awesome. If you are or ever will play it again, let me give you a soul/items set that's pretty darn fun and powerful

Red Soul: Lightning Doll
Blue Soul: Black Panther
Yellow Soul: Iron Golem

You will also need to equip the Chaos Ring as this will drain your MP faster than a frat boy drinking beer at a party. Just speed around with Black panther and use a combination of Lightning Doll and your sword attacks while zooming around. Monsters won't know WTF hit them.

According to Steam, I've racked up 142 hours in Fallout New Vegas alone.

I've probably got about 100 hours in Oblivion and Fallout 3 as well.

Here's my personal list of games with excellent replay value:

Empire Total War (and other Total War games)
-Civilization (III, IV, and V)
-Fallout 3
-Fallout New Vegas
-Fable: The Lost Chapters (Sad that its successors haven't been as fun)
Star Wars: Knights of the Old Republic (I and II) [albeit the first one would probably feel unbearably slow paced now.
-Minecraft
-Mercenaries (I, not II)
-Oblivion

Honorary Mentions (Above par replay value)
-Company of Heroes
-Half Life 2 with SMOD
-Mass Effect I and II

That's all I can remember for now.

Hmm. Grand Theft Auto 3, Vice City, and San Andreas are pretty strong contenders...as was Age of Empires 2 back in the day. Same with Diablo 2 until the grind became too much for me to bother with.
Though honestly, for my most-replayed (non-grind) games, it's a matter of what kind of a mood I'm in.
