First, stop using Caps Lock.

Second, Goto from Parasyte and Mr. Crocodile from One Piece are by far the greatest villians ever!

Edit: Oh, and Mashiba from Hajime no Ippo (a bit too much manga perhaps...).

I believe this man is ready.

OT: The most evil villain is obviously Plankton from Spongebob. He once took SB's brain out and put it in a robot Spongebob D:

Lelouch Vi Britannia.
Depends on how you look at him as to whether he is a villain, despite being the protagonist. Just like Light Yagami, but on a grander scale.
Badass definition: "A mean or belligerent person; A person whose extreme attitudes and behavior are admirable; cool [http://en.wiktionary.org/wiki/cool] (senses 3-7); also compare wicked [http://en.wiktionary.org/wiki/wicked] (sense 2), and bad [http://en.wiktionary.org/wiki/bad#Etymology_2] (etymology 2)". I think he fits in as badass.

I would say Kefka. Nothing as badass as being completely 100% batshit crazy and still able to get what you want done. Though I respect the frail frame does weaken his case a bit.

Beyond that.. Hush from Batman.

Alex Mercer from Prototype. Yes, I am aware you play as him, it doesn't make him any less of a complete monster.

Well, he's a whiny ***** for three entire films if you include episodes one to three pre-mutilation.

I wouldn't really call him a villain, more of a corrupted idealist. But giving a more accurate discription would probably spoil the entire show for anyone who hasn't seen it yet.
I've only finished watching the show myself a few days ago, so all I'll say is: Well played Lelouch, well played indeed!

OT: Probably the Kurgan from Highlander and Nosferatu Zodd from Berserk.

Keyser Soze. The man killed his own family so the mafia hostage takers couldn't have the satifaction... And then killed all the Hungarians except one, so he could tell the mafia what had happened. He then dissapears, and begins to murder anybody and everybody affiliated with the mafia or that just happens to gets in his way (innocents included).

Seriously do you have to ask? How can it be something other then the Joker? Maybe Nicolas Cage could be considered as competition. But otherwise it's not really that hard of a choice right?
Question to everybody here. Is there someone who understand that Nicolas Cage could be casted as the good guy? He has played it several times, and sometimes he was quiet good. But still that's not how you use it. Kinda like playing golf with a baseball bat I mean yeah it can be done I suppose, but that's not how you use it.
