Let's see...

Fallout 3 has a huge world.
There are motorcycles lying around everywhere (a sound Repair skill could make them functional again in a perfect world).
You can have a sawed-off shotgun.
Terminator 2 was awesome.

For those who know the original games... enough said. For those who do not, Harold has ALWAYS shown his deformed tree sprouting face and dry witty humour in the past. To not have him seemed... wrong.
Harold is in fallout 3. He's at a place called Oasis in the north of the map. It's a well hidden settlement full of religious nuts that worship him.

That would be one mod I would stay far, far away from.
As would I. The biggest problem some people seem to have is understanding that you cannot force a game engine to be different from what it is. And if you somehow manage that it isn't going to turn out well. Biggest example: Last year a group of students in my college tried to use Neverwinter Nights to make a mod that instead of being high fantasy, was sci-fi. Essentially meaning they had to make everything from scratch. You can figure out that they never really finished it.

And yes, I'm aware there are exceptions to this, but still.
Ok, that's entirely possible to do. It's a MOD, a modification, it can be a software that is just using the game engine to run it's own piece of code and associated objects. So Sci-fi models, check, Sci-fi gameplay rules check, level design and what's not check. But I would say, that it would have been too time consuming to do so.

There was a sci-fi mod for the fantasy game Dungeon Siege which was relatively fun to play.

What, and lose all of Fallout's new fans, success, and money? You jest!
As for the third person camera, watch the Halo battles, or better yet, the new Mirror's Edge 3rd person mod. Both look horribly awkward from a 3rd person perspective.
MOD!!! It's just a mod, only the person to install it would be able to play with the features the Mod is offering. For example, I download a new clothes shop mod, which changed Megaton to implement a new room where the newly added NPC would sell freshly added exotic clothes to my character.

And I can still run the game without this change by unchecking the mod in my data files UI.

I don't get the fallout 1-2 "hardcore" fans... Why would anyone wanna do that terrible thing?

The turn based system of the original fallout was so due to technological limitations... On a game that lives of it's immersion making it "turn based" is like... Wiping your ass with the Mona Lisa.

I suppose fanboys will be fanboys but I honestly can't see what "turn based" gameplay can ever do for anyone except compensate for personal ineptitude.
There are still a lot of popular turn based game out there, Disgaea is one good example. It's just a genre that's akin to chess. And I will be honest and say that while I enjoy the very boring FPS (if F3 was just an FPS game, it would have been an awful game) aspect of fallout 3, it's the VATs that keeps me entertained.

Edit: Mods for Fallout 3 [http://www.fallout3nexus.com/] PC Only :(

Why are these threads always asking for mods that already exist? The ones to get rid of level scaling, or change the loot lists, or add more songs to GNR. Those already exist. Just go download them already.

Unless you have it for Xbox 360, but then I don't even know why you would be asking for mods you won't be able to use anyway.

That would be awesome, but you'd need to seriously ramp up the difficulty to keep things balanced. My character is overpowered enough without help from my friends.

Great, you have made me come the closest I have come to reinstalling that game again just to see. It highlights my point though: You don't 'hide' these things away and hope someone with the time and patents to explore every inch of a massive game world is going to stumble over these settlements. I do know Oasis existed but figured I would come to it later after progressing the main plot a bit, you know it might lead me up that way anyway or somewhere close to so it wasn't a long trek for potentially nothing.

Only to be caught in the 'rush rush' ending that always feels... well as if the designers are trying to cover up the fact they butchered the story line to get the game out faster.

Damn curious now to go see what he says, does he have the same dry wit and undead jokes?

Just as a point of fact, Fallout 3 can be played in third person (on the PC at least) by using the scroll wheel... It actually doesn't ruin gameplay either.

back towards the actual topic, Fallout 3 would be pretty cool if it offered multiplayer in small amounts, like 2-3 other people, but not as an MMO, which would fail colossally due to the whole VATS thing. On a small scale, pausing everyone else would be tolerable, and it would be cool to play with friends.

He seems to be unfocused and confused, He also keeps calling the tree (bob i believe) by the wrong name because he thinks it's funny. He's not very happy, he's been rooted to one spot for many years and asks you to kill him.(quest)

Well, as for an official mod (yes, a 360 owner, i already get enough shit from my friends) I'd like to see a massive Oblivion cameo, like in the simulation pod... ya know? with colour, and ominous (check spelling >.>) music... I'm sick of Fallout, it was fun to do all the quests, get weapons, and interact with NPCs and get lost in the game etc but now I find it just so damn depressing and brown. (Can't wait till Yahtzee reviews it lol)

That is a old reference, he liked joking about the name of his tree in Fallout 2. Now it seems his mind is going, 200 or 300 odd years of life would do that to you. I read up a little on him, I was going to replay but I can't find my fallout 3 stuff since I lent it to my brother, and I learned more of his potential history.

There is an alternative power armour training mod, that provides extra means of getting power armour training. On of which involves an ex outcast who has become one of these religious loonies. Kind of makes this map location much more useful!

Couldn't you just play oblivion? Also how is Fallout 3 depressing I found it far too cheerful in comparison to the first 2 games.

Several multiplayer mods have been made for Oblivion (and all are very very limited) but so far I have seen none for Fallout.

1 mob i would love to see is 3 dog getting some new songs. I loved 3 dogs radio station but he had about 4/5 songs on repeat and listening to it for the entire game drove be FREAKING INSANE
They really did need to put some more songs on that radio station. Ok, so it the post apocalypse here, but the guy is shacked up in a radio station HQ, surely there are more songs than that lying around?

It didn't really help that the music was rather abysmal (or maybe just not my style). But seriously, that song about the guy going around "chopping everyone's meat" - what the hell was that all about? :O
Are you kidding? I love that song! The hell it was all about was sexual innuendo, since you couldn't just say 'he slept with everyone's wives' in the 50's/60's. Unlike in our morally depraved generation.
Thats what I thought at first, but a look at the lyrics either debunks that theory or makes the whole song a lot more disturbing (and confusing).
http://fallout.wikia.com/wiki/Butcher_Pete_(Part_1)

Most of the songs are actually from the 30s or 40s. It's basically anything that Bethesda found and said, "Yep, that sounds like it's from the 50s." I like the music, especially because with modern music you have a rock/rap dichotomy. With old music, nobody is disappointed. If you get what I mean.

Either it is sexual innuendos, a possibility, or he is deranged serial killer who has a lot of woman chopped up in the basement. That's the two conclusions I came away with because of that song.

I still would like user added radio stations, I know this comedian who put out a show for the longest while. Fits perfectly as a 'talk radio' station and there are hundreds, if not thousands at this point, of hours worth of audio so you will not have to worry about repeats. Already has given his OK for it to be used in video games, he was stoked when some listens wrote in to say they had added his shows to their user channel in GTA.
