Scaled enemies should not be removed. I think alot of TES's problems can be resolved by making things an option. SOME people like the scaling system. It could be an option. Or perhaps should be toned down. And yes, I have hopes for TESV too but well, he asked PERFECT game. Fix the combat and buggy engine, get rid of scaling enemies and it could be the greatest ever.
