Well, Portal obviously. Even at full length, that game is only like 2 hours long, but I'm not clocking in the 1 hour range at most.
But, it was cheap, and had plenty of replay value for such a linear game, so it was definitely a fine length.

Better just to think of it as a demo for Portal 2.

The Single Player campaign in Modern Warfare 2. 7 hours on Veteran difficulty is pitiful when Call of Duty 3 took me days to beat on Veteran.

Does the Way of the Samurai series count? Those games are short, but designed around multiple playthroughs with a massive amount of multiple endings.

The Force Unleashed 2 and Halo 3 are two of the shortest games, with the least amount of replay value that I've ever played.
I bought Halo 3 (pre-ordered it I think) on or around opening day and beat it over the weekend, playing it for no more than thirty to forty minutes at a time several times a day.
The Force Unleashed 2, I rented from Blockbuster and had beaten it, on the medium difficulty, and had capped out my force powers in only a few days. I ended up returning it early because of the lack of replay value.
Modern Warfare 2 on the other hand, while fairly short itself, had more replay value and I was able to play it from start to finish several times, and certain levels many times.

Limbo, or portal. Idk how long limbo is but there is an acheivment to do it in one sitting without mistakes so yeah. Portal I can beat in 45 min. 50 without shortcuts

Timeline (PC game based on the Michael Crichton book) supposedly can be done in 90 minutes, and the guys at Penny Arcade swear they did it in 20 minutes...

ModernWarfare 2...and on top of it being incredibly short it seemed, to me at least, less of a story and more of a Hey-these-would-be-cool-locations-lets-make-them-levels-and-worry-about-the-story-later game.

But that's okay - it was only thrown in as an afterthought with the Orange Box, after all.
Actually it wasn't just an afterthought, it was the reason for the orange box. They knew they were taking a risk with the game so they decided to put in other games to sweeten the deal, as opposed to selling portal on its own. They knew half life would work fine on the console do that was the insurance game, they were testing the waters with TF2, knowing it'd sell well on the pc but unsure on the console. If nothing else TF2 was the afterthought

Saints Row 2 took me about 8 hours, including getting infinite sprint,inf. pistol ammo,inf. SMG ammo, inf. shotgun ammo, inf. assault rifle and sniper ammo and no fall damage.

I doubt there's any game shorter than Passage. You walk around a crappy little maze for five minutes and then your character dies. It's not artistic and defintely not fun.

I was about to type in MW2 and then I remembered that I own The Force Unleashed 2. It's a shame. I was actually excited that the developers may have made it like the last one except they fixed all the physics issues and added more force powers. Well, there's that one power that makes storm troopers feel remorse for their sins but the rest of the game was shit. It has to be the shortest game I have ever played and it's story felt more dragged out than FFXIII.

Shortest?

Afterburner Climax, I put the pedal to the metal and finished the arcade mode in 7 minutes.

However, it is an arcade game, albeit an extremely awesome one. For a full blown big budget release, then it's no doubt Modern Warfare 2. Finished the stupid-ass campaign in one evening, then spent the next week regretting paying full price on release.
