Yes, and the fact that he achieved all his set objectives is not always the mark of a good president. Especially, as you said, if said policy is trying to grab land away from Mexico and almost going to war with Great Britain over the the Oregon territories. Of course he defined the modern United States, though his policies on expansionism was and still is criticized by U.S historians (regardless of the original person listing Polk might say).

A lot of Americans think Regan was the greatest president, but really most of these hind sighted, rose colored "nostalgia goggle" concepts fall apart when one considers the policies of his administration: most of which still haunts us to this day. In regards to foreign and domestic policy it's difficult for me (conservative turned progressive independent) to take opinions about him seriously, as well as the praise former presidents like Franklin D. Roosevelt, JFK, Jimmy Carter and even Bill Clinton.
