Just Cause 2 is stunning, especially from far up.

The last colourful game I liked... Hmmm. I guess that would be Halo. They really played with alot of different and strong colours.

Spyro The Dragon, and Spyro: Year of the Dragon, it would be for me. I mean, perhaps not the most colourful games out there, but certainly my favourite of the colourful ones!

The most colorful game I know about is Wind Waker. Of course that's probably too old for you but if you want a notion of what a full color palette can do, there you go.
No idea what consoles you own or your preference in games, but here;
Fragile Dreams: Farewell Ruins of the Moon- Wii title that has a lot of beautiful scenery. In fact almost every Wii title is colorful (unfortunately not all of them are fun, I can vouch for at least 70 being awesome though).
Flower- PS3 game that is entirely pretty colors, fun gameplay and soothing music.
Viva Pinata- 360
I know a lot of RPGs on the PS2 were really colorful. Most of Atlus' games I'd recommend for their style and color.

Borderlands -- proof that brown isn't always bad -- I love the visual style.
Mirror's Edge -- Simplistic, white-based colour scheme, making those occasional bursts of colour all the more vivid and excellent
Halo -- extremely colourful game -- apart from a few of the USMC things, pretty much EVERYTHING in this game is incredibly bright and pretty.
