No, because these issues are intentionally left to stagnate. They serve as useful fodder for election season. The reason it doesn't happen now is because there is always some looming problem to tackle first. presidents get maybe one domestic issue resolved per administration, and they will run their campaign on it, if it doesn't have enough support it won't happen. Same sex marriage, abortion, marijuana legality, these things don't have enough support one way or the other to swing a vote. until they do you won't see them get resolved.
IF china becomes a superpower and takes on a bigger role in policing the world america might find itself forced to look at domestic issues harder and then we might see some real progress.
