Every Silent Hill manifestation and cultist involved. That's about as villainous as it gets in my eyes. Especially Walter Sullivan. What a prick.

I didn't even feel like there were villains in Bioshock, just antagonists, but I did like Andrew Ryan more than Fontaine. If I had to choose a favourite antagonist, it'd probably be Mewt from Final Fantasy Tactics advance. I really like his dialogue and the way his life is changed by the world itself changing.
Good point, they're more antagonists than straight up villains. Although in my mind Objectivism is villainy in and of itself.

I'm bringing two random guys to the field, since all the good ones have been mentioned.
Obvious is Lionwhyte from Brutal Legend. He flies on his hair and screams his name in rage. He's a loser, but he's so much of a loser that it's great.
The second is that frog thingy from Devil May Cry 4. Not because of the fight, but because the prize for beating him is a briefcase of ULTIMATE DEATH.

Oh that reminds me, I forgot to add the town of silent hill itself. Yes there's pyramid head, but its just the disturbing, messed up mask the town puts on to mock poor James Sunderland with his own doubts and disturbing fanticies. Silent Hill was the video-game version of Scare-Crow before there was one
