As far as this story goes. It seems to me it is a pretty 1-on-1 translation of how the events played out. Unless all those tabloids forgot to mention something important.

Ah, now we are getting to the interesting bit. You do not have to take into account that other people might misunderstand you UNLESS those other people are your audience. If you post a tweet, it is only important your followers understand the post, not the rest of the world. I know the rest of the world can read your tweets, but that isn't relevant here.
With the "internet generation" you got all sorts of weird terms and old terms with a new meaning, a lot of other people (from older generations) might misinterpret you. But you can't please everyone.
There is free speech, yes. And no, that is no excuse to act like a dick and say everything you want. But there is a very big gray area in which it isn't always clear what the intentions of the person was. If he was being a giant ass or if he was just being misunderstood because things work differently in his part of the world. (Not saying that is the case here.)
Lastly I'll give a small example. I can't recall the details, but I could look into them if you want. Anyhow, in France they have a sign which states that something is utterly garbage. That same sign is used in another country to say something was perfectly fine. Now a person from that other country visits a French restaurant (in France). And after eating the food he makes *that* sign. See where I am going with this?

Well, they are both from the UK. I think the US overstepped their boundaries here, in this case. And with the joke Tweet the US overreacted, IMO.
