The Invaders of Krankor from "Prince of Space". When your ship looks like a Roast Turkey and your whole army is stomped by a dude with a magical grill lighter....yeah, even by the standards of Japanese schlock cinema you're pretty sad.

Well, that was more of a cameo appearance, but the real Scarecrow is a man whose sole purpose is to use a fear inducing hallucinogen on people just to watch their their observe their reactions is someone who should be taken quite seriously.
