Im not the comic book person, but from what I saw in Batman Begins, scarecrow was pretty shit, he was defeated by Mrs Tom Cruise and a kid on drugs

Well, she did shoot him in the face with a tazer. Think even Batman could keep his feet after that? And the point of Scarecrow is that he's just a standard weakling doctor, but he relies on reducing his foes to mumbling wrecks before he gets anywhere near them.
