OoC: @Jort Another scene includes Riou capturing an extremely skilled enemy general and his son a brilliant strategist (and nearly a match for his own strategist, Shu). The two will be recruited rather than killed (though the game gives you the option to command them to be killed, Shu objects as it's a waste of such talented soldiers). Mind you he kills other people, like Lord Gustav (a real bastard and potentially even responsible for the death of Riou's sister). Basically, everyone he kills is either quite the bastard, or a loyal soldier working to protect their homeland, just like he is fighting to protect the City State. So, no sympathy for the former, but the later is an act of war and he was a leader in that conflict.
One other thing, Luca Blight, the genocidal maniac, did. He sacrificed an entire city to the Beast Rune, one of the 27 True Runes, to feed it's power.
Before you think he is cartoonishly evil, his back-story is kinda sympathetic. He was out with his mother and father, the Queen and King of Highland, when they were attacked. His father escaped, but he and his mother were taken captive. It is heavily implied that his mother was raped. Repeatedly. In front of him. That is, until the royal guard showed up to rescue them. And that the men were later shown to have been working for, or soldiers of the City State.
So, evil genocidal bastard, but holy shit that is dark.
And one other thing about Riou. His Rune is an aspect of a True Rune. These special Runes have special wills and force their bearers into certain situations. Like war. His has a particularly special goal...
