Massive bursts of white flame came hurtling towards the group's defensive position from the smoke cloud above and all around them. Chanda's ever present laughter had become a maniacal cackle.

Lodicolo looks at the giant flame, and waves to the sky. A burst of water comes from below the ground, making a piller of water, which Lodicolo swims up. As soon as he was about 50 feet above the group, a wave began to grow from below him, reaching her feet, which she rides across the entire area, drenching it with water.
Kefka jumps into the air, and begins to look around for any attacks to her. She carefully evades the fires.

"No! No! No! How dare you put out my beautiful fires!" Chanda shouted as Ludicolo. She burst out from a cloud of smoke and kicked Ludicolo in the face, scorching it with a massive burst of flames as she kicked off and disappeared into another smoke cloud. The fires on the buildings re-ignited themselves after being put out by the wave, but were significantly smaller as they had to boil off the water clinging to the buildings, creating a cloud of steam that made the group incredibly uncomfortable and sweaty.
The Khajiit's Detect Dead effect granted him no insight as to where Chanda might be.
Chanda ran out from a building and sent a cone of fire from her hands down the street at the group, then ducked back into the building across the street from where she came from.

It's a legitimate tactic. Joel told his college room mate they were in a webcomic and he freaked the fuck out. And yes, Joel being aware of the fourth wall is canon. When Matt becomes spiritually aware, he asks when the comic got a special effects budget.

James fliched as Chanda's fire attack splashed against Grace's barrier, then snapped his P90 to full-auto and opened fire on the source of the flames as she ran, the gun perfectly still in his iron grip even as it poured rounds down range. AEannajudged from the angle of the fire cone which way Chanda was running, switched to a fireball spell and lobbed one at the entrance of the building. The fireball sailed inside and the resulting explosion gutted the structure, blowing out the entire front of the ground floor.
