Well the Nailboards are okay in my opinion because the idea seems to be for the bad guys to use them on you (and it fits the games atmosphere). They are usable by you as part of the entire "you can use anything your enemies do" motif, but generally speaking there is little reason why you ever would since there is pretty much always going to be something better than that or say a "pool cue".
The unique Naiboard/Pool Cue was probably added for the sake of completeness/to be cool.
I honestly can't think of many weapons off the top of my head that should have been omitted in any games I've played. All of them have had some general purpose, even if it was to help fill out enemies sylistically.
I guess if I had to pick something, I would say that grenades are pointless in a lot of the games they appear in. They usually wind up being generally too difficult to use with any real effectiveness, or ridiculously situational. In the situations where they would be useful I'm typically not going to think of them because of my overdependance on other weapons.
I say this with the full understanding that in some games they are useful in multiplayer for those who want to master the fiddly little things while other guys are chasing girls (to sort of quote Yahtzee) but in general I think they are the biggest weapon I could do without in gaming in general.
